The Boomerang Effect – Terrorism and Technology: the dialogue between Med-Or and INSS catches on

On 11 May, a seminar held by the Director of the Advanced Technologies and National Security program at the INSS, Dr. Liran Antebi, took place at the Foundation’s headquarters

Within the framework of the collaborative relationship established between Med-Or and the Institute for National Security Studies (INSS https://www.inss.org.il/) of Tel Aviv, on Thursday 11 May was held a seminar, at the Foundation’s headquarters in Rome, entitled: “The Boomerang Effect – Terrorism and Technology”. The guest speaker at the event was the Director of the Advanced Technologies and National Security program of the INSS, Dr. Liran Antebi, who discussed with Med-Or analysts the risks associated with the use of new technologies, with particular emphasis on the possibility that terrorist organizations exploit civil systems and assets with dual-use characteristics. This eventuality, combined with the present and future impact of Artificial Intelligence, is a warning for national security, which makes the development of joint research projects even more necessary. The event confirms for Med-Or and INSS the importance of carrying out joint studies and research on geopolitical, defense and security issues in the Broader Mediterranean.

On 3 December 2025, the Med-Or Italian Foundation and the National Cybersecurity Agency presented the “CyberBridge – Strategic Training Programme for Digital Resilience in Africa,” developed with the support of Leonardo and with the backing of the Ministry of Foreign Affairs and International Cooperation. The “CyberBridge” project is aimed at African countries and is designed to integrate technical expertise with policy capabilities, promoting a multi-level approach to digital resilience through specialist training, diplomacy, and cyberspace governance.
